Michael Gulino
President, Chief Executive Officer and Director

Mr. Gulino serves as FCI’s President and CEO and is responsible for the firm’s strategic direction, including growth and investment strategies, operations, and the overall health of the firm.  Mr Gulino joined FCI in July 2017 as a member of the Board of the Directors and to serve as Corporate Growth Strategist.

Mr. Gulino was most recently the President and CEO of Aegis, a large private security government contractor that was sold to GardaWorld in 2016 after four years of exponential growth under his leadership.  Following the acquisition by GardaWorld, Mr. Gulino continues to serve as a senior consultant to Aegis (now known as Garda Federal Services).

Prior to joining Aegis, he had previously served as President and General Manager of ITT Defense (now part of Harris), doubling the business unit to over $2 billion in annual revenue.  Mr. Gulino also served as President and COO of VT Griffin Services, playing a key role in acquisition of two companies and quadrupling revenue over a three year period.  He began his career with PAE Government Services, establishing its Washington, D.C. operations and was instrumental in growing it six-fold during his tenure with the company.

Mr. Gulino holds a BA in Psychology and an MBA, both from Western Michigan University where he was recently awarded the Distinguished Alumni Award.  He is a member of numerous defense industry organizations and previously served as Chairman of the Contract Services Association.  Michael enjoys outdoor activities including target shooting, training bird dogs, upland game hunting, fly fishing and social golf.

Chairman of the Board of Directors

Mr. Bronson serves as the Chairman of the Board of FCI.  In this role, Mr. Bronson oversees the firm’s strategic direction and focuses on new business development opportunities.   Mr. Bronson joined FCI in 1992 and has served in a variety of management roles, beginning as a program manager before being promoted to Executive Vice President and Chief Operating Officer and then President and Chief Executive Officer.

Prior to joining FCI, Mr. Bronson served in the U.S. Army as a Signal Corps Officer before retiring after 20 years of service. He commanded Signal Corps units to include a Satellite Control Center.  He was also assigned to General Electric’s Astro Space Center where he supported the Orbit Operations Group where he developed satellite control commands for the satellite communications payload and was on the launch team for two (2) DoD satellite launches.

Mr. Bronson initially joined FCI in September 1992 as a Senior Systems Engineer and provided support to the Defense Information Systems Agency’s (DISA) Defense Satellite Communications System (DSCS) and Electronic Counter-Countermeasures and Jam Resistant Secure Communications (ECCM/JRSC) programs.  He subsequently took on greater roles of responsibility in building and managing FCI’s business supporting the U.S. Army CIO/G-6 Headquarters staff.

He graduated Summa Cum Laude from Southern Illinois University with a BS degree in Occupational Education with a concentration in Music Performance and Composition. John enjoys exotic cars and collecting vintage duck decoys.

Robert Knibb
Director, Board of Directors

Mr. Knibb joined FCI in July 2016 as a member of the Board of Directors. From 1999 to March 2016, Mr. Knibb was co-founding General Partner of Arlington Capital Partners. Arlington is a middle market private equity fund headquartered in Washington, DC and it has invested primarily in government regulated sectors, including government contracting. Over the firm’s first three funds, the Partnerships managed over $1.5 billion in committed capital. From 1985 to 1998, Mr. Knibb was a senior member of the deal team at MacAndrews & Forbes Holdings in NYC. There, he worked over 30 completed transactions in a number of industries.

Mr. Knibb earned a BS, Magna Cum Laude, in Mathematics from Union College in 1981, and MBA from Columbia University School of Business in 1983. Mr. Knibb earned his CFA in 1986. Mr. Knibb resides in Washington, DC with his wife and two teenage children. Mr. Knibb enjoys playing ice hockey and cycling.

B. Hagen Saville
Director, Board of Directors

Mr. Saville joined FCI in July 2016 as a member of the Board of Directors. From 1994 to 2014 Mr. Saville was associated with MCG Capital Corporation and its predecessors. MCG was a publically traded business development corporation which at its peak had $1.7 billion of managed assets. Mr. Saville was a co-founder, member of the Board and a CEO of the company. During the period when Mr. Saville ran the investment operations of MCG he led a team of 37 investment professionals across a range of asset classes including senior debt, junior debt, minority and control private equity. Early in his career Mr. Saville worked in both commercial and investment banking. Mr. Saville has experience in the media, business services, information and software industries. He has served on the Board of 24 private and 2 public reporting companies.

Mr. Saville earned a BA in Economics from Washington College, an MBA from the College of William and Mary and an MS in Real Estate Investment & Development from NYU. Mr. Saville enjoys shotgun sports, travel and collects contemporary art. He resides in Richmond, Virginia with his wife Eve and their three daughters.

Dan Muse
Chief Financial Officer

As FCI’s Chief Financial Officer, Mr. Muse is responsible for planning, implementing, and managing all financial-related activities of the company. He has direct oversight of the accounting, finance, contracts, human resources, security and internal IT departments.  He is also responsible for strategic planning, forecasting, bid pricing strategy/analysis, contract negotiations, property management and legal matters.  Mr. Muse joined FCI as CFO in October 2016.

Prior to joining FCI, Mr. Muse worked as Chief Financial Officer at Sevatec, Inc. where he was responsible for finance, accounting, mergers and acquisitions (M&A), and other strategic management functions during a period of rapid growth.  Prior to that role, he spent 11 years as an investment banker in the Aerospace, Defense and Government Services Investment Banking Group at Stifel where he advised on more than $3 billion of M&A and capital raising transactions for a wide range of government contracting companies. He previously held finance and business operations positions of increasing responsibility for industry leaders including Goldman Sachs and Arthur Andersen.

Mr. Muse holds an MBA from the Tuck School of Business at Dartmouth College and a BS in Accounting from the University of Richmond. He has also earned the Chartered Financial Analyst (CFA) and Certified Public Accountant (CPA) designations.  Dan is an avid golfer and enjoys traveling and spending time with his family.

Joe Chioda
Chief Growth Officer

Mr. Chioda joined FCI in April 2018 as its Chief Growth Officer. In this role he works closely with the President & CEO to develop the company’s overall growth strategy, and he leads its business development and proposal efforts.

Mr. Chioda was previously with AT&T Corporation’s Global Public Sector where he was a Client Executive Vice President and oversaw a portfolio of classified programs as well as concentrating on winning new business within the Intelligence Community. His 25+ years of experience in the defense industry includes program management; business development; account executive management; strategic partnerships; campaign strategy development; capture management; and proposal development. Joe is also experienced in strategy/corporate development experience, including growth strategy, new market campaign strategies, long-range strategic planning and M&A support. He has developed BD, capture and proposal strategies to acquire large business targets; led technical, management and cost volumes; and has competitive analysis/price-to-win experience.

Prior to AT&T, Joe held leadership positions at BAE Systems, DynCorp International and Northrop Grumman Corporation. He is a certified Project Management Professional (PMP®) and a trained Six Sigma Black Belt. He holds a Master of Science in Management/Project Management, a Master of Business Administration and a Bachelor of Science in Computer and Information science. He is currently a member of the Professional Services Council (PSC) and has previously held memberships in Executive Mosaic/Potomac Officers Club; the Armed Forces Communications and Electronics Association (AFCEA); and the Intelligence and National Security Alliance (INSA). Joe is an Honorably Discharged United States Air Force Veteran, where he served as a Signals Intelligence Analyst. On his off time, Joe enjoys playing his guitar and piano.

Tucker Newberry
Vice President, Business Development

Mr. Newberry is responsible for FCI’s business development activities across all its markets. This includes marketing, proposal development, and new and repeat business capture. He originally joined FCI in July of 2013 as Director of Operations and Business Development for FCI’s DISA business. During his time at FCI, he has led efforts to bring in new contracts with the Defense Health Agency and DISA.

Prior to joining FCI, he was Vice President, Defense Agencies, IT services at URS where he was responsible for DLA, DAU, and other DoD projects. He also held Program Director and Program Manager roles at predecessor companies Apptis and SETA managing multiple IT and telecom projects for DoD clients. Mr. Newberry started his career in the commercial telecom and IT industry where he held various marketing and operations positions at telecom carriers such as 360networks, Teleglobe, and Bell Atlantic. His focus ranged from managing international voice and data products, carrier service delivery, directory sales, to strategic planning.

He holds Project Management Professional (PMP) and ITIL certifications. He has a BA in International Studies from Dickinson College and an MBA in International Business from the Thunderbird School of International Management. In his spare time, Tucker regularly competes in off-road triathlons and volunteers as a Boy Scout leader.

Andrea Hallock
Director of Operations

As FCI’s Director of Operations, Ms. Hallock manages our Defense Information Systems Agency (DISA), Defense Health Agency (DHA), Missile Defense Agency (MDA), Army Strategic Command (ARSTRAT) and PM WIN-T contracts.

Andrea has had a varied and diverse career in the telecom and IT industry. Prior to joining FCI in April 2015, she was Program Director, Defense IT at AECOM/URS/Apptis/Seta where she spent 10 years managing multiple IT and communications programs supporting DoD agencies including DISA, DLA, and DAU. She previously held sales, marketing and operations positions at telecom carriers such as Teleglobe, Global One, Sprint International, and Sprint. Ms. Hallock’s background includes value-added services marketing, international voice and data consumer product management and sales support, carrier service delivery, video teleconferencing, as well strategic and acquisition planning.

Ms. Hallock is fluent in German and conversational in French, and holds a BBA in Marketing and an MBA in International Business from the University of Missouri-Kansas City. She is a certified SCRUM Master and Project Management Professional (PMP), as well as ITIL certified. In her spare time, Andrea enjoys reading historic fiction.

Laura Knight
Director of Operations

Ms. Knight joined FCI in January 1997 as a Systems Engineer and supported the Defense Information Systems Agency’s (DISA) Joint Information Engineering Office (JIEO) where her focus was on identifying, defining and defending Department of Defense Satellite Communications (SATCOM) requirements through the SATCOM DataBase. Ms. Knight was later assigned to the Pentagon where she supported various satellite communications programs for the Army, focusing on SATCOM systems design analysis, development, and architectures for Wideband and Commercial SATCOM programs.

In 2009, she was promoted to Program Manager where she became more involved with the strategic management and oversight of technical and contractual requirements, providing efficient and effective personnel management oversight to the client. In 2012, Ms. Knight was promoted to Director of Operations with a core focus on the Army, Joint Staff, and OSD markets and developing business opportunities with potential clients and other partners.

Ms. Knight earned a B.S. in Electrical Engineering from George Mason University in 1997 and a M.S. in Electrical Engineering from GMU in 2002. Laura enjoys outdoor activities to include horseback riding.

Terri Mallon
Director of Contracting

Ms. Mallon is FCI’s Director of Contracting. She joined FCI in 2009 as Contract Manager and shortly thereafter was promoted to Director of Contracting. Ms. Mallon is responsible for all activities related to the preparation of agreements, proposals, pricing, negotiation, awards, and administration of FCI’s contracts and subcontracts. She also has responsibility and oversight of FCI’s finance department, government property and FCI’s export control program.

Ms. Mallon has more than 30 years of government contracting experience. Her previous experience includes senior contract positions with major government contracting firms such as CACI, BearingPoint, and CGI (formerly American Management Systems).

Ms. Mallon holds a bachelor’s degree in management from National Louis University.  Terri is active in her church and likes to travel.

Mia Frankel
Director of Human Resources

Ms. Frankel is the Director of Human Resources for FCI. She leads the Human Resources Team to actualize the company’s mission by attracting a highly skilled, collaborative workforce to meet the high standards of FCI’s client base, and ensure that the company workforce continues to be an industry leader. Ms. Frankel embraces the philosophy that a highly engaged, driven workforce will bring cutting edge results to FCI’s client base. She is aligned with FCI’s leadership philosophy that a driven, educated and recognized workforce is why FCI continues to be highly valued by its clients.

Ms. Frankel graduated from Lock Haven University of Pennsylvania with a Business Management degree. She holds two of the top HR Professional in Human Resources (PHR) certifications, as well as a SHRM-Certified Professional (SHRM-CP) HR industry certification.

Mia is an avid skier, loves the beach and looks forward to hikes with her beloved rescue dog, Teddy.
